
Land-led delivery at Wheater's Meadow
Wheater's Meadow on Kirby Road at Walton-on-the-Naze delivered 53 affordable homes for Flagship Homes on the site of the former Martello Caravan Park. Brought forward as a land-led scheme, the 8.4 million pound build contract sat within a wider programme of around 10 million pounds, with BREE Construction, then trading as Partner Construction, as the delivery contractor.
Work began on site in May 2022, transforming a redundant caravan park into a new residential neighbourhood in this part of coastal Essex. The scheme then progressed through to completion in 2024, replacing a former leisure use with permanent affordable homes for the local community.

Tenure and site context
The 53 homes were split between 46 for social rent and 7 for shared ownership, giving local households a choice of affordable routes into the new neighbourhood. The mix reflected Flagship's aim of providing genuinely affordable housing in an area where demand is strong, while the shared-ownership homes offered a step toward ownership for those who wanted it.
The Wheater's Meadow site was consented through Tendring District Council under planning reference 21/00314/FUL, with the former Martello Caravan Park on Kirby Road confirmed as the physical location for the scheme. By regenerating a disused caravan park into affordable family housing, Wheater's Meadow demonstrates how a land-led approach can unlock challenging sites and turn them into long-term homes for the community at Walton-on-the-Naze.
