
Tower Mill in the village of Necton
Tower Mill at Necton in Norfolk delivered 73 affordable homes for Flagship Homes, with BREE Construction, then trading as Partner Construction, on site as principal contractor. The 9.7 million pound scheme was launched with a ground-breaking ceremony and ran from 2022 to 2024, bringing a substantial group of new affordable homes to a Norfolk village.
The development provided a varied mix of homes designed to suit a range of household sizes, comprising 10 one-bedroom flats, 8 two-bedroom bungalows, 23 two-bedroom houses, 28 three-bedroom houses and 4 four-bedroom houses. That breadth of house types allowed Tower Mill to serve everyone from single residents and downsizers to larger growing families within a single neighbourhood.
Completion and community benefit
The first residents moved into Tower Mill as the homes were handed over, with the social-rent portion of the scheme managed by Victory Homes alongside Flagship. Families settled in across the development, and the opening was marked by the client with photographs and resident accounts that captured the arrival of a new community in Necton.
Beyond the homes themselves, the project delivered wider benefit to the village. Adjacent green space at Necton was improved through Section 106 funding, with new solar lighting and benches added for the community. Tower Mill is a strong example of affordable rural housing delivered with lasting value to its host village, combining a generous mix of home types with tangible improvements to the surrounding area.
